The Multi-Level Governance of Science and Innovation Policy
SURF has been part of a team of international experts who have contributed to the OECD’s Regional Review of Innovation programme. The reviews were launched in 2007 to address the demand for greater clarity on how to strengthen the innovation capacity of regions, as part of a wider project on competitive regions. Previous reviews have focused on the North of England, a number of Mexican states and Piedmont, Italy. SURF will contribute to a review of regional innovation in Catalonia, Spain. Our work focussed on contextualizing Spanish arrangements in a broader review of multi-level governance arrangements across a number of countries, with a particular focus on the rationale for intervention at multiple scales, common instruments used and cross-country comparisons. This built on previous work looking at building science regions in England, France, Germany and Spain and fed into our wider programmes of work on multi-level governance, regional and urban science and innovation policies and urban knowledge arenas.
